Bill Title: Amends the Illinois Modular Dwelling and Mobile Structure Safety Act. Provides that the Act (currently, a provision of the Act) is a limitation on the concurrent exercise by home rule units with a population of less than 1,000,000 (currently, just home rule units) of powers and functions exercised by the State.
