Bill Title: Amends the State Finance Act. Provides that any agency receiving less than $10,000,000 in any fiscal year in funding from the General Revenue Fund for operations may transfer amounts among its respective appropriations contained in operational line items within the same treasury fund. Provides that the transfers may be made in an amount not to exceed 4% of the aggregate amount appropriated to the agency within the same treasury fund. Defines "agency". Effective immediately.
