Bill Title: Amends the State Commemorative Dates Act. Provides that the tenth day of October of each year is designated as the Day of Healing and shall be observed throughout the State as a holiday for contemplation of and participation in activities that have a positive impact on the community. Amends the Election Code, the Illinois Procurement Code, the School Code, and the Promissory Note and Bank Holiday Act to include the Day of Healing as a holiday.
