Bill Title: Amends the Election Code. Provides that the 2 candidates in any primary election who receive the most votes in the primary election, regardless of the party affiliation of the candidates, shall be the only 2 candidates certified to participate in the general election. Makes conforming changes. Repeals an Article concerning the making of nominations in certain other cases.
