Bill Title: Amends the Environmental Protection Act. Authorizes the Environmental Protection Agency to issue an administrative citation and impose a civil penalty if any person (i) causes or allows water to accumulate in used tires, (ii) fails to collect the new or used tire fee as required by Section 55.8, (iii) fails to file a State tax return listing, among other things, the number of tires sold at retail during the past calendar year as required by Section 55.10, or (iv) transports used or waste tires in violation of the registration and vehicle placarding requirements adopted by the Pollution Control Board. Effective immediately.
