Bill Title: Creates the Civilian Enforced No-Fly Zone Act. Provides that an individual who owns or lawfully occupies private property in the State is authorized to disable or destroy an unmanned aerial vehicle that is operating over the individual's property at an altitude of less than 400 feet without the individual's permission. Provides immunity from civil or criminal liability unless an individual intentionally causes harm to persons or property in the process of disabling or destroying an unmanned aerial vehicle under the Act. "Unmanned aerial vehicle" means any aircraft that is operated without the possibility of direct human intervention from within or on the aircraft. "Private property" means land or structures owned by individuals, including residential, agricultural, and commercial properties.
