Bill Title: Amends the Solid Waste Planning and Recycling Act. Provides that each county waste management plan's recycling program shall ensure that apartment buildings containing 4 or more rental units facilitate the conveyance of recycling from the rental units to the nearest waste collection site. Provides that the owners of such buildings must ensure that recycling receptacles are available to tenants and must ensure that the coordinator responsible for administering the local recycling program collects the recycling materials. Provides that building owners may be subject to penalties for noncompliance with the requirements of the recycling program.
