Bill Title: Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Provides that the Manufacturer's Purchase Credit may only be used to satisfy the Use Tax or Service Use Tax liability incurred on production related tangible personal property purchased on or after September 1, 2004 and prior to August 31, 2015. Provides that the manufacturing and assembling machinery and equipment exemption includes production related tangible personal property. Effective July 1, 2015.
