Bill Title: Creates the Peer-to-Peer Car Sharing Program Act. Includes provisions regarding: definitions; insurance; disclosure; responsibilities; safety recalls; and Uniform Traffic Citations. Denies home rule powers. Makes corresponding changes in the Use Tax Act, the Retailers' Occupation Tax Act, the Automobile Renting Occupation and Use Tax Act, and the Renter's Financial Responsibility and Protection Act. Effective immediately.
