Bill Title: Amends the Public Utilities Act. Provides that the Illinois Commerce Commission shall require (1) that a utility must require adequate proof of identification before it switches service to another person and (2) that the account of a customer may not be in the name of a person who is under 18 years of age. Effective July 1, 2010.
