Bill Title: Amends the Illinois Highway Code. Provides that the Illinois Department of Transportation shall complete a feasibility study for the use of non-tapered, uniform length and width composite material consisting of at least 30% recycled or bio-content that contribute significantly less to greenhouse gas emissions on at least 20% of new or replacement utility and lighting poles on all State highways. Specifies the composite requirements for the structures. Provides that the findings of the feasibility study shall be delivered to the General Assembly 3 months after the effective date of this amendatory Act. Provides that this amendatory Act is repealed on July 1, 2011.
