Bill Title: Amends the School Code. Provides that, in an elementary district that is located entirely within a municipality with less than 50,000 inhabitants, a proposition to require members of the board of education to be appointed by the mayor or president of the municipality, rather than being elected, shall be certified by the secretary of the board of education to the proper election authority if a petition requesting the proposition is signed by electors of the school district numbering not less than 10% of the total vote cast at the last election for mayor or president of the municipality and the petition is filed with the secretary of the board of education. Requires the election authority to submit the proposition at an election in accordance with the Election Code. Specifies the requirement for the form of such a proposition. Provides that if a majority of those voting on the proposition vote in favor of it, all existing terms of the board or education members shall expire on the date of the next regular election of board of education members or when a successor is appointed and qualified, whichever is later, and their successors shall be appointed by the mayor of the municipality for terms of 2 years.
