Bill Title: Amends the Workers' Compensation Act. Provides that the payment of temporary benefits is without prejudice and is not an admission of liability. Provides that, upon a determination that a payor is not responsible for the payments of benefits, the payments made may be recovered from the recipient of the benefits.
