Bill Title: Amends the Children and Family Services Act. Requires the Department of Children and Family Services to extend foster care services to foster youth up to the age of 21 if a youth meets one of the following criteria: (1) the youth is completing secondary education or a program leading to an equivalent credential; (2) the youth is enrolled in an institution that provides postsecondary or vocational education; (3) the youth is participating in a program or activity designed to promote employment or remove barriers to employment; (4) the youth is employed for at least 80 hours per month; or (5) the youth is incapable of doing any part of the activities described in items (1) through (4) due to a medical condition. Provides that an assertion of incapacity must be supported by regularly updated information in the youth's case plan. Grants the Department rulemaking authority to implement the provision.
