Bill Title: Reinserts the provisions of the introduced bill with the following changes. Deletes provisions regarding statements of unresponsiveness by the Joint Committee on Administrative Rules. Provides that the Joint Committee on Administrative Rules may agree to a second extension of the second notice period for a period not to exceed 45 days. Specifies that this additional second notice period is not to be used for calculating the one-year deadline for specified rulemaking actions. Effective immediately.
