Bill Title: Amends the Election Code. In provisions concerning the counting of vote by mail ballots and ballots cast by absent electors in military or naval service, provides that the counting of those ballots shall begin 7 calendar days before election day (rather than on election day after the closing of the polls). Provides that an election authority shall not release the results of any counting done under the provisions until after the closing of the polls on election day.
