Bill Title: Amends the Illinois Vehicle Code. Provides that a driver may not use a hand-held mobile telephone or engage in texting while driving a commercial motor vehicle. Provides exceptions. To the definition of "serious traffic violation", adds violations concerning texting or using a hand-held mobile telephone while driving. Defines other terms.
