Bill Title: Amends the Commission on Children and Youth Act. Extends the date by which the Commission on Children and Youth shall issue an interim report to the Governor and to the General Assembly on the Commission's activities from December 31, 2009 to December 31, 2019. Extends the date by which a draft strategic plan shall be submitted to the Governor and to the General Assembly from December 31, 2010 to December 31, 2020. Extends the date by which the final strategic plan shall be submitted to the Governor and to the General Assembly from June 1, 2011 to June 1, 2021. Repeals the Act on January 1, 2023. Effective immediately.
