Bill Title: Amends the Sex Offender Registration Act. Provides that the registration period for all sex offenders and sexual predators under the Act shall be for the offender's or predator's natural life (rather than 10 years for some sex offenders) after conviction or adjudication if the sex offender or sexual predator is not confined to a penal institution, hospital, or other institution or facility, and if confined, for the period of his or her natural life after parole, discharge, or release from any such facility. In a provision requiring a person, who previously was required to register for a period of 10 years and successfully completed that registration, to register if the person has been convicted of a felony offense after July 1, 2011, deletes an additional condition that the offense for which the 10-year registration was served currently requires a registration period of more than 10 years.
