Bill Title: Amends the Public Utilities Act. Provides that a public utility shall freeze its monthly customer charge for low-income households at an amount equal to a percentage of the household's income that is no greater than the current percentage of income used to determine the amount of monthly credits administered to participants of the Percentage of Income Payment Plan under the Energy Assistance Act.
