Bill Title: Amends the Department of Central Management Law of the Civil Administrative Code of Illinois. Requires the Department of Central Management Services to develop and implement a program requiring that all motor vehicles purchased by the State be electric vehicles or hybrid vehicles. Provides that the requirement does not apply to vehicles purchased by the State for construction purposes, law enforcement purposes, or emergency response purposes.
