Bill Title: Amends the Illinois Horse Racing Act of 1975. Makes changes concerning the Illinois Racing Board. Allows advance deposit wagering. Adds provisions concerning drug testing for horses. Adds provisions protecting certain horse racing funds from sweeps and charge backs. Makes other changes. Amends the Illinois Horse Racing Act of 1975 and the Riverboat Gambling Act to provide for the conduct of electronic gaming at tracks. Amends the Riverboat Gambling Act. Makes changes concerning the Illinois Gaming Board. Creates the Office of Gaming Enforcement and a Nomination Panel. Provides for oversight of electronic gaming by the Illinois Gaming Board. Changes the short title to the Illinois Gambling Act and makes corresponding changes in other Acts. Provides for the conduct of electronic poker. Makes other changes. Effective immediately.
