Bill Title: Reinserts the provisions of the engrossed bill with the following changes. Further amends the Network Adequacy and Transparency Act. Provides that the Act does not apply to stand-alone dental plans and that the Department of Insurance shall enforce the applicable federal requirements if federal law establishes network adequacy and transparency standards for stand-alone dental plans. Makes other changes. Further amends the Illinois Insurance code. Makes changes in provisions concerning standards for companies and officials. In provisions listing cases in which a recoupment or may be requested or withheld from future payments 12 months or more after the original payment is made, includes cases in which the insurer has requested the recoupment or offset within 12 months, but the insurer and the health care professional or health care provider mutually agree to a different time limit for the recoupment or offset to be withheld from future payments. Effective immediately, except that the changes to provisions concerning fees under the Public Adjusters Article of the Illinois Insurance Code are effective January 1, 2026, and the changes to provisions of the Illinois Insurance Code concerning reinsurance agreements requiring approval take effect 60 days after becoming law.
