Bill Title: Amends the Illinois Procurement Code. Provides that the Code does not apply to contracts with nonprofit trade associations representing the providers of public education programming, noncommercial sustaining announcements, public service announcements, and public awareness and education messaging if the programming, announcements, and messaging inform the public about ongoing measures to mitigate and prevent health and safety risks and hazards.
