Bill Title: Amends the Public Officer Prohibited Activities Act. Provides that a public officer's direct or indirect financial interest in a contract or work to be done is not removed by an abstention or present vote. Provides that an abstention during a vote on a contract or the performance of any work is considered a vote and carries with the majority. Effective immediately.
