Bill Title: Amends the General Assembly Operations Act. Provides that both chambers shall be called to order at the time scheduled by the Senate President and the Speaker of the House of Representatives, respectively. Provides that all members shall be on the floor to record themselves present. Sets forth penalties for members who to do not comply with the provision.
