Bill Title: Amends the Election Code. Changes the contribution and expenditure threshold during any 12-month period to an aggregate amount exceeding $7,500 (rather than $5,000) for a candidate political committee, political action committee, ballot initiative committee, and independent expenditure committee. Provides that "electioneering communication" means any broadcast, cable, or satellite communication that is made within 120 days before an election (rather than within 60 days before a general election or consolidated election or within 30 days before a primary election). Provides that a political committee created within the 30 days before the election for which the committee was created (rather than within 30 days before an election) shall file a statement of organization within 2 business days in person. Makes changes to what shall be included in a political committee's statement of organization. Provides that the terms and conditions of any loan or credit agreement from a political committee shall be set forth in a written agreement. Makes changes to the expenditures a political committee may make concerning motor vehicles. Provides that a political committee shall not make expenditures to advertise, promote, operate, or support a private business owned by or that employs a candidate or office holder. Provides that a political committee shall not make expenditures for certain payments of fines or penalties. Makes changes concerning audits of political committees by the State Board of Elections. Removes the civil penalty imposed by the Board for the intentional, willful, or material failure to disclose information required for registration under the Illinois Procurement Code. Makes other changes.
