Bill Title: Creates the Illinois Clean Elections Act. Establishes a voluntary method of public financing of the campaigns of candidates for statewide constitutional offices and the General Assembly. Provides for terms of participation for a candidate seeking to be certified as an Illinois Clean Elections Act candidate. Provides that a certified candidate must limit the candidate's campaign expenditures and obligations to the revenues distributed to the candidate from the Illinois Clean Elections Fund and may not accept any contributions unless specifically authorized by the State Board of Elections. Sets forth the manner in which the State Board shall distribute to certified candidates revenues from the Fund. Sets forth penalties for violations of the Act. Amends the State Finance Act to create the Illinois Clean Elections Fund as a special fund in the State treasury. Amends the Illinois Income Tax Act to create an individual tax return checkoff in support of the Fund. Effective immediately.
