Bill Title: Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that it is an unlawful practice within the meaning of the Act for a person to advertise, display, or offer a price for goods or services that does not include all mandatory fees or surcharges. Provides that nothing prohibits a person from charging a reasonable postage or shipping fee that is actually incurred by the person to ship goods to a consumer. Sets forth alternative means of compliance for various service providers and financial institutions. Sets forth exceptions and limitations to the provisions.
