Summary

Amends the Public Utilities Act. Provides that customers may apply to the Department of Commerce and Economic Opportunity to be designated as a self-directing customer or exempt customer using natural gas as a feedstock from which other products are made on or before the 1st day of December, 2012 (instead of the 1st day of February, 2010). Effective immediately.
