Summary

Amends the Riverboat Gambling Act. Terminates the obligation of certain owners licensees to make payments into the Horse Racing Equity Trust Fund (the impact fee) on the effective date of the amendatory Act. Amends the Illinois Horse Racing Act of 1975 to repeal provisions creating the Horse Racing Equity Trust Fund. Effective immediately.
