Creates the Wind Farm State Property Lease Act. Authorizes the State to lease State-owned property for the use of wind farms or electric-generating wind devices, including all associated transmission lines, substations, and other equipment related to the generation of electricity from wind energy devices, provided that the wind farm and electric-generating wind devices comply with any requirements the applicable county or municipality has established under the Counties Code or Illinois Municipal Code.
