AMENDMENT TO SENATE BILL 3795
AMENDMENT NO. ______. Amend Senate Bill 3795 on page 1,
line 12, by replacing "This purpose" with "The purpose"; and
on page 3, immediately below line 4, by inserting the
following:
""Family member" means a person's spouse, children,
step-children, parents, step-parents, siblings,
step-siblings, half-siblings, sons-in-law, daughters-in-law,
grandparents, and grandchildren. "Family member" also includes
the parents and grandparents of the person's spouse and any
individual living with the person.
"Person with whom a board member maintains a close
economic association" means a person in a partnership,
association, or professional service corporation with a member
of the county board that is awarding a contract pursuant to
this Division, whether as a partner, officer, employee,
associate, or otherwise.

"Person with whom a board member maintains a close
political association" means a person who: (i) has made a
campaign contribution to any political committee supporting a
county board member on the county board that is awarding a
contract pursuant to this Division or any political committee
of which the county board member is an officer; (ii) is a
candidate or is an officer of any political committee that has
received a campaign contribution from a county board member on
the county board that is awarding a contract pursuant to this
Division; or (iii) is an officer of any political committee
supporting a county board member on the county board that is
awarding a contract pursuant to this Division."; and
on page 12, line 13, before "Notice" by inserting "A county
board that awards a contract pursuant to this Division must
approve the contract by resolution that lists the identity of
any officer or director of the design-build entity who: (i) is
a family member of one of the county board members; (ii) is a
person with whom a board member maintains a close economic
relationship; or (iii) is a person with whom a board member
maintains a close political relationship.".
