2 | AMENDMENT NO. ______. Amend Senate Bill 1506, AS AMENDED, | ||||||
3 | by replacing everything after the enacting clause with the | ||||||
4 | following:
| ||||||
5 | "Section 5. The School Code is amended by renumbering and | ||||||
6 | changing Section 2-3.167, as added by Public Act 99-721, as | ||||||
7 | follows:
| ||||||
8 | (105 ILCS 5/2-3.168) | ||||||
9 | Sec. 2-3.168 2-3.167 . Advisory Council on At-Risk | ||||||
10 | Students. | ||||||
11 | (a) For purposes of this Section, "at-risk students" means | ||||||
12 | students served by the
Department of Human Services who receive | ||||||
13 | services through Medicaid, the
Supplemental Nutrition | ||||||
14 | Assistance Program, the Children's Health Insurance Program,
| ||||||
15 | or Temporary Assistance for Needy Families, as well as students | ||||||
16 | under the legal
custody of the Department of Children and |
| |||||||
| |||||||
1 | Family Services. Students may not be
counted more than once for | ||||||
2 | receiving multiple services from the Department of Human
| ||||||
3 | Services or if they receive those services and are under the | ||||||
4 | legal custody of the
Department of Children and Family | ||||||
5 | Services. | ||||||
6 | (b) The Advisory Council on At-Risk Students is created | ||||||
7 | within the State Board of
Education. The Advisory Council shall | ||||||
8 | consist of all of the following members: | ||||||
9 | (1) One member of the House of Representatives | ||||||
10 | appointed by the Speaker of the House of Representatives. | ||||||
11 | (2) One member of the House of Representatives | ||||||
12 | appointed by the Minority Leader of the House of | ||||||
13 | Representatives. | ||||||
14 | (3) One member of the Senate appointed by the President | ||||||
15 | of the Senate. | ||||||
16 | (4) One member of the Senate appointed by the Minority | ||||||
17 | Leader of the Senate. | ||||||
18 | (5) The following members appointed by the State | ||||||
19 | Superintendent of Education: | ||||||
20 | (A) One member who is an educator representing a | ||||||
21 | statewide
professional teachers' organization. | ||||||
22 | (B) One member who is an educator representing a | ||||||
23 | different statewide
professional teachers' | ||||||
24 | organization. | ||||||
25 | (C) One member who is an educator representing a | ||||||
26 | professional
teachers' organization in a city having a |

| |||||||
1 | population exceeding
500,000. | ||||||
2 | (D) One member from an organization that works for | ||||||
3 | economic,
educational, and social progress for African | ||||||
4 | Americans and promotes
strong sustainable communities | ||||||
5 | through advocacy, collaboration, and
innovation. | ||||||
6 | (E) One member from an organization that | ||||||
7 | facilitates the involvement of
Latino Americans at all | ||||||
8 | levels of public decision-making. | ||||||
9 | (F) One member from an organization focused on | ||||||
10 | research-based
education policy to support a school | ||||||
11 | system that prepares all students
for college, a | ||||||
12 | career, and democratic citizenship. | ||||||
13 | (G) One member from an organization dedicated to | ||||||
14 | advocating for public
policies to prevent | ||||||
15 | homelessness. | ||||||
16 | (H) One member from the Illinois Student | ||||||
17 | Assistance Commission. | ||||||
18 | (I) One member from an organization that works to | ||||||
19 | ensure the health
and safety of Illinois youth and | ||||||
20 | families by providing capacity building
services. | ||||||
21 | (J) One member from an organization that provides | ||||||
22 | public high school
students with opportunities to | ||||||
23 | explore and develop their talents, while
gaining | ||||||
24 | critical skills for work, college, and beyond. | ||||||
25 | (K) One member from an organization that promotes | ||||||
26 | the strengths and
abilities of youth and families by |

| |||||||
1 | providing community-based services
that empower each | ||||||
2 | to face life's challenges with confidence,
competence, | ||||||
3 | and dignity. | ||||||
4 | (L) One member from an organization that connects | ||||||
5 | former members of
the foster care system with current | ||||||
6 | children in the foster care system. | ||||||
7 | (M) One member who has experience with research and | ||||||
8 | statistics. | ||||||
9 | (N) Three members who are parents of at-risk | ||||||
10 | students. | ||||||
11 | (O) One member from an organization that optimizes | ||||||
12 | the positive growth of at-risk youth and individuals | ||||||
13 | working with at-risk youth through support services. | ||||||
14 | (P) One member from a statewide organization | ||||||
15 | representing regional superintendents offices of | ||||||
16 | schools education . | ||||||
17 | (Q) One member from an association representing | ||||||
18 | school management. | ||||||
19 | (R) One member from an organization representing | ||||||
20 | principals in a city having a population exceeding | ||||||
21 | 500,000. | ||||||
22 | Members of the Council shall, to the extent possible, be | ||||||
23 | selected on the basis of experience with or knowledge of | ||||||
24 | various programs for at-risk students. The Council shall, to | ||||||
25 | the extent possible, include diverse membership from a variety | ||||||
26 | of socio-economic, racial, and
ethnic backgrounds. |

1 | (c) Initial members of the Council shall serve terms | ||||||
2 | determined by lot as follows: | ||||||
3 | (1) Seven members shall serve for one year. | ||||||
4 | (2) Seven members shall serve for 2 years. | ||||||
5 | (3) The remaining members shall serve for 3 years. | ||||||
6 | However, upon the appointment of the additional members under | ||||||
7 | this amendatory Act of the 99th General Assembly, terms for the | ||||||
8 | initial members of the Council shall be redetermined, with the | ||||||
9 | initial and additional members of the Council serving as | ||||||
10 | follows: | ||||||
11 | (A) Members appointed under subdivisions (1) through | ||||||
12 | (4) of subsection (b) of this Section shall serve on the | ||||||
13 | Council until their successors are appointed. | ||||||
14 | (B) Of the members appointed under subdivision (5) of | ||||||
15 | subsection (b) of this Section, 6 members shall serve for | ||||||
16 | one year, 6 members shall serve for 2 years, and the | ||||||
17 | remaining members shall serve for 3 years, as determined by | ||||||
18 | lot. | ||||||
19 | (c-5) Successors to members appointed under subdivisions | ||||||
20 | (1) through (4) of subsection (b) of this Section shall serve | ||||||
21 | on the Council until their successors are appointed. Successors | ||||||
22 | to members appointed under subdivision (5) of subsection (b) of | ||||||
23 | this Section shall serve 3-year terms and . Members must serve | ||||||
24 | until their successors are appointed and have qualified . | ||||||
25 | (d) Members of the Council shall serve without compensation | ||||||
26 | but may be reimbursed for travel if funds are made available |

1 | for that specific purpose not receive compensation for the | ||||||
2 | performance of their duties on the Council . | ||||||
3 | (e) The Council shall initially meet at the call of the | ||||||
4 | State Superintendent of
Education. The At the initial meeting, | ||||||
5 | members shall elect select a chairperson from among their
| ||||||
6 | number at their initial meeting, with successor chairpersons | ||||||
7 | being elected as determined by the Council by majority vote; a | ||||||
8 | representative from the State Board of Education may cast a
| ||||||
9 | deciding vote if there is a tie. The Council shall select a | ||||||
10 | chairperson annually, who
may be the same chairperson as the | ||||||
11 | year prior . Thereafter, the The Council shall meet at the
call | ||||||
12 | of the chairperson after the initial meeting . | ||||||
13 | (f) The State Board of Education and City of Chicago School | ||||||
14 | District 299 shall provide administrative support to the | ||||||
15 | Council. | ||||||
16 | (g) The Council shall operate under the provisions of the | ||||||
17 | Open Meetings Act and accept and consider public comments when | ||||||
18 | making its
recommendations . | ||||||
19 | (h) By no later than December 15, 2017, the Council shall | ||||||
20 | submit a report to the State Board
Superintendent of Education, | ||||||
21 | the Governor, and the General Assembly addressing, at a
| ||||||
22 | minimum, the following with respect to school districts where | ||||||
23 | racial minorities comprise a majority of the student | ||||||
24 | population: | ||||||
25 | (1) What are the barriers to success present for | ||||||
26 | at-risk students? |

| |||||||
1 | (2) How much does socio-economic status impact | ||||||
2 | academic and career
achievement? | ||||||
3 | (3) How do at-risk students perform academically? | ||||||
4 | (4) How do at-risk students perform academically | ||||||
5 | compared to students from
higher socio-economic statuses? | ||||||
6 | (5) What programs are shown to help at-risk students | ||||||
7 | reach higher levels of
academic and career achievement? | ||||||
8 | (6) What specific curriculums help the academic | ||||||
9 | success of at-risk students? | ||||||
10 | (7) Of curriculums that help at-risk students, which of | ||||||
11 | these need to be
implemented within the Illinois Learning | ||||||
12 | Standards? | ||||||
13 | (8) To what degree do school districts teach cultural | ||||||
14 | history, and how can this be
improved? | ||||||
15 | (9) Specific policy recommendations to improve the | ||||||
16 | academic success of at-risk students. | ||||||
17 | (10) Any other information that the Council determines | ||||||
18 | will assist in the
understanding of the barriers to success | ||||||
19 | for or increase the academic
performance of at-risk | ||||||
20 | students. | ||||||
21 | The Council shall submit an annual report regarding with | ||||||
22 | updated information on the barriers to
academic success and the | ||||||
23 | academic progress of at-risk students by no later than December | ||||||
24 | 31 15 of
each year beginning the year after the initial report | ||||||
25 | is submitted.
