AMENDMENT TO SENATE BILL 888
2 AMENDMENT NO. ______. Amend Senate Bill 888, AS AMENDED, by
3replacing everything after the enacting clause with the
4following:
5 "Section 5. The Public Community College Act is amended by
6adding Section 3-80 as follows:
7 (110 ILCS 805/3-80 new)
8 Sec. 3-80. Baccalaureate degree in nursing pilot program.
9 (a) The Board of Trustees of Community College District No.
10536 may establish and offer a baccalaureate-level nursing
11education pilot program, commonly referred to as a
12baccalaureate completion program (RN to BSN), and confer a
13bachelor of science degree in nursing if all of the following
14conditions are met:
15 (1) The Board of Trustees meets all of the requirements
16 as set forth in subsection (b) of this Section and has been

1 approved by the State Board to offer a bachelor of science
2 degree in nursing.
3 (2) After the program has been approved by the State
4 Board, the Board of Higher Education shall consider the
5 program for approval in a manner consistent with new
6 bachelor's degree programs at public and private
7 universities in this State.
8 (3) The Board of Trustees has identified and
9 documented, in writing, unmet workforce needs in the
10 subject area of the baccalaureate degree to be offered. The
11 Board of Trustees shall publish on the district's website
12 and make publicly available the documentation and shall
13 present the documentation to the State Board.
14 (4) The community college shall hold a national
15 professional nursing accreditation or have applied for the
16 accreditation from the Commission on Collegiate Nursing
17 Education, the Accreditation Commission for Education in
18 Nursing, or the Commission for Nursing Education
19 Accreditation.
20 (5) The community college district shall offer and
21 maintain an associate degree in nursing.
22 (6) The Board of Trustees must demonstrate, in writing,
23 how the district will enhance future opportunities for
24 minority and bilingual populations by focusing outreach
25 efforts and giving preference to those students in order to
26 meet workforce needs.

1 (b) The Board of Trustees shall demonstrate that the
2district has the expertise, resources, and student interest to
3offer a quality bachelor of science degree in nursing. An
4application for approval from the State Board shall include,
5but is not limited to, all of the following:
6 (1) The Board of Trustees shall describe the labor
7 market need as specified in paragraph (3) of subsection (a)
8 of this Section.
9 (2) The Board of Trustees shall describe the program's
10 purpose, its target population, related occupations, and
11 career paths.
12 (3) The Board of Trustees shall demonstrate the college
13 has developed quality curricula that aligns with federal,
14 State, and local requirements and will prepare graduates
15 with the appropriate level of skill to meet their
16 educational goals.
17 (4) The Board of Trustees shall verify the college has
18 the fiscal resources in place or has budgeted for financial
19 support for the program in a cost-effective manner.
20 (5) The Board of Trustees shall identify and document
21 the faculty available for teaching the program, including
22 the number of full-time faculty anticipated to teach in the
23 program, a description of their qualifications (including
24 highest degree earned), teaching experience, professional
25 experience, and licenses held. The Board of Trustees must
26 also indicate how faculty are to be evaluated.

1 (c) The community college district shall be prohibited from
2using semester credit hours generated in baccalaureate degree
3programs for grants received pursuant to Section 2-16.02 of
4this Act.
5 (d) The State Board shall conduct a statewide evaluation of
6the pilot program established under this Section. The results
7of the evaluation shall be reported, in writing, on or before
8July 1, 2023 to all of the following:
9 (1) The Board of Higher Education.
10 (2) The Speaker of the House of Representatives.
11 (3) The Minority Leader of the House of
12 Representatives.
13 (4) The President of the Senate.
14 (5) The Minority Leader of the Senate.
15 (6) The Governor's Office of Management and Budget.
16 The evaluation shall include, but is not limited to, all of
17the following:
18 (i) Information identifying applicants, admissions,
19 enrollments, demographic characteristics of students, and
20 degree recipients.
21 (ii) The extent to which the program established under
22 this Section fulfills identified workforce needs.
23 (iii) Information on the pace of employment of students
24 and the subsequent job placement of graduates.
25 (iv) The cost of each bachelor's degree in nursing
26 program and the funding sources that were used to finance

1 the program.
2 (v) Time-to-degree rates and completion rates for the
3 program established under this Section.
4 (vi) The extent to which the program established under
5 this Section is in compliance with the requirements of this
6 Section.
7 The Board of Trustees shall submit the information
8necessary to conduct the evaluation required under this
9subsection (d), as determined by the evaluator, to the State
10Board.".
