AMENDMENT TO SENATE BILL 274
2 AMENDMENT NO. ______. Amend Senate Bill 274 by replacing
3everything after the enacting clause with the following:
4 "Section 5. The State Finance Act is amended by adding
5Section 8.50 as follows:
6 (30 ILCS 105/8.50 new)
7 Sec. 8.50. Special fund transfers.
8 (a) In order to maintain the integrity of special funds and
9improve stability in the General Revenue Fund, the following
10transfers are authorized from the designated funds into the
11General Revenue Fund:

1All of these transfers shall be made as soon thereafter as
2practical. These transfers shall be made notwithstanding any
3other provision of State law to the contrary.
4 (b) On and after the effective date of this amendatory Act
5of the 99th General Assembly through June 30, 2015, when any of
6the funds listed in subsection (a) have insufficient cash from
7which the State Comptroller may make expenditures properly
8supported by appropriations from the fund, then the State
9Treasurer and State Comptroller shall transfer from the General
10Revenue Fund to the fund only such amount as is immediately
11necessary to satisfy outstanding expenditure obligations on a
12timely basis, subject to the provisions of the State Prompt
13Payment Act. All or a portion of the amounts transferred from
14the General Revenue Fund to a fund pursuant to this subsection
15(b) from time to time may be re-transferred by the State
16Comptroller and the State Treasurer from the receiving fund
17into the General Revenue Fund as soon as and to the extent that
18deposits are made into or receipts are collected by the
19receiving fund.
20 Section 99. Effective date. This Act takes effect upon
21becoming law.".
