AMENDMENT TO SENATE BILL 220
2 AMENDMENT NO. ______. Amend Senate Bill 220, AS AMENDED, by
3replacing everything after the enacting clause with the
4following:
5 "Section 5. The Personnel Code is amended by changing
6Section 4d as follows:
7 (20 ILCS 415/4d) (from Ch. 127, par. 63b104d)
8 Sec. 4d. Partial exemptions. The following positions in
9State service are exempt from jurisdictions A, B, and C to the
10extent stated for each, unless those jurisdictions are extended
11as provided in this Act:
12 (1) In each department, board or commission that now
13 maintains or may hereafter maintain a major administrative
14 division, service or office in both Sangamon County and
15 Cook County, 2 private secretaries for the director or
16 chairman thereof, one located in the Cook County office and

1 the other located in the Sangamon County office, shall be
2 exempt from jurisdiction B; in all other departments,
3 boards and commissions one private secretary for the
4 director or chairman thereof shall be exempt from
5 jurisdiction B. In all departments, boards and commissions
6 one confidential assistant for the director or chairman
7 thereof shall be exempt from jurisdiction B. This paragraph
8 is subject to such modifications or waiver of the
9 exemptions as may be necessary to assure the continuity of
10 federal contributions in those agencies supported in whole
11 or in part by federal funds.
12 (2) The resident administrative head of each State
13 charitable, penal and correctional institution, the
14 chaplains thereof, and all member, patient and inmate
15 employees are exempt from jurisdiction B.
16 (3) The Civil Service Commission, upon written
17 recommendation of the Director of Central Management
18 Services, shall exempt from jurisdiction B other positions
19 which, in the judgment of the Commission, involve either
20 principal administrative responsibility for the
21 determination of policy or principal administrative
22 responsibility for the way in which policies are carried
23 out, except positions in agencies which receive federal
24 funds if such exemption is inconsistent with federal
25 requirements, and except positions in agencies supported
26 in whole by federal funds.

1 (4) All beauticians and teachers of beauty culture and
2 teachers of barbering, and all positions heretofore paid
3 under Section 1.22 of "An Act to standardize position
4 titles and salary rates", approved June 30, 1943, as
5 amended, shall be exempt from jurisdiction B.
6 (5) Licensed attorneys in positions as legal or
7 technical advisors, positions in the Department of Natural
8 Resources requiring incumbents to be either a registered
9 professional engineer or to hold a bachelor's degree in
10 engineering from a recognized college or university,
11 licensed physicians in positions of medical administrator
12 or physician or physician specialist (including
13 psychiatrists), all positions within the Department of
14 Juvenile Justice requiring licensure by the State Board of
15 Education under Article 21B of the School Code, and
16 registered nurses (except those registered nurses employed
17 by the Department of Public Health), except those in
18 positions in agencies which receive federal funds if such
19 exemption is inconsistent with federal requirements and
20 except those in positions in agencies supported in whole by
21 federal funds, are exempt from jurisdiction B only to the
22 extent that the requirements of Section 8b.1, 8b.3 and 8b.5
23 of this Code need not be met.
24 (6) All positions established outside the geographical
25 limits of the State of Illinois to which appointments of
26 other than Illinois citizens may be made are exempt from

1 jurisdiction B.
2 (7) Staff attorneys reporting directly to individual
3 Commissioners of the Illinois Workers' Compensation
4 Commission are exempt from jurisdiction B.
5 (8) Twenty-one senior public service administrator
6 positions within the Department of Healthcare and Family
7 Services, as set forth in this paragraph (8), requiring the
8 specific knowledge of healthcare administration,
9 healthcare finance, healthcare data analytics, or
10 information technology described are exempt from
11 jurisdiction B only to the extent that the requirements of
12 Sections 8b.1, 8b.3, and 8b.5 of this Code need not be met.
13 The General Assembly finds that these positions are all
14 senior policy makers and have spokesperson authority for
15 the Director of the Department of Healthcare and Family
16 Services. When filling positions so designated, the
17 Director of Healthcare and Family Services shall cause a
18 position description to be published which allots points to
19 various qualifications desired. After scoring qualified
20 applications, the Director shall add Veteran's Preference
21 points as enumerated in Section 8b.7 of this Code. The
22 following are the minimum qualifications for the senior
23 public service administrator positions provided for in
24 this paragraph (8):
25 (A) HEALTHCARE ADMINISTRATION.
26 Medical Director: Licensed Medical Doctor in

1 good standing; experience in healthcare payment
2 systems, pay for performance initiatives, medical
3 necessity criteria or federal or State quality
4 improvement programs; preferred experience serving
5 Medicaid patients or experience in population
6 health programs with a large provider, health
7 insurer, government agency, or research
8 institution.
9 Chief, Bureau of Quality Management: Advanced
10 degree in health policy or health professional
11 field preferred; at least 3 years experience in
12 implementing or managing healthcare quality
13 improvement initiatives in a clinical setting.
14 Quality Management Bureau: Manager, Care
15 Coordination/Managed Care Quality: Clinical degree
16 or advanced degree in relevant field required;
17 experience in the field of managed care quality
18 improvement, with knowledge of HEDIS measurements,
19 coding, and related data definitions.
20 Quality Management Bureau: Manager, Primary
21 Care Provider Quality and Practice Development:
22 Clinical degree or advanced degree in relevant
23 field required; experience in practice
24 administration in the primary care setting with a
25 provider or a provider association or an
26 accrediting body; knowledge of practice standards

1 for medical homes and best evidence based
2 standards of care for primary care.
3 Director of Care Coordination Contracts and
4 Compliance: Bachelor's degree required; multi-year
5 experience in negotiating managed care contracts,
6 preferably on behalf of a payer; experience with
7 health care contract compliance.
8 Manager, Long Term Care Policy: Bachelor's
9 degree required; social work, gerontology, or
10 social service degree preferred; knowledge of
11 Olmstead and other relevant court decisions
12 required; experience working with diverse long
13 term care populations and service systems, federal
14 initiatives to create long term care community
15 options, and home and community-based waiver
16 services required. The General Assembly finds that
17 this position is necessary for the timely and
18 effective implementation of this amendatory Act of
19 the 97th General Assembly.
20 Manager, Behavioral Health Programs: Clinical
21 license or Advanced degree required, preferably in
22 psychology, social work, or relevant field;
23 knowledge of medical necessity criteria and
24 governmental policies and regulations governing
25 the provision of mental health services to
26 Medicaid populations, including children and

1 adults, in community and institutional settings of
2 care. The General Assembly finds that this
3 position is necessary for the timely and effective
4 implementation of this amendatory Act of the 97th
5 General Assembly.
6 Manager, Office of Accountable Care Entity
7 Development: Bachelor's degree required, clinical
8 degree or advanced degree in relevant field
9 preferred; experience in developing integrated
10 delivery systems, including knowledge of health
11 homes and evidence-based standards of care
12 delivery; multi-year experience in health care or
13 public health management; knowledge of federal ACO
14 or other similar delivery system requirements and
15 strategies for improving health care delivery.
16 Manager of Federal Regulatory Compliance:
17 Bachelor's degree required, advanced degree
18 preferred, in healthcare management or relevant
19 field; experience in healthcare administration or
20 Medicaid State Plan amendments preferred;
21 experience interpreting federal rules; experience
22 with either federal health care agency or with a
23 State agency in working with federal regulations.
24 Manager, Office of Medical Project Management:
25 Bachelor's degree required, project management
26 certification preferred; multi-year experience in

1 project management and developing business analyst
2 skills; leadership skills to manage multiple and
3 complex projects.
4 Manager of Medicare/Medicaid Coordination:
5 Bachelor's degree required, knowledge and
6 experience with Medicare Advantage rules and
7 regulations, knowledge of Medicaid laws and
8 policies; experience with contract drafting
9 preferred.
10 Chief, Bureau of Eligibility Integrity:
11 Bachelor's degree required, advanced degree in
12 public administration or business administration
13 preferred; experience equivalent to 4 years of
14 administration in a public or business
15 organization required; experience with managing
16 contract compliance required; knowledge of
17 Medicaid eligibility laws and policy preferred;
18 supervisory experience preferred. The General
19 Assembly finds that this position is necessary for
20 the timely and effective implementation of this
21 amendatory Act of the 97th General Assembly.
22 (B) HEALTHCARE FINANCE.
23 Director of Care Coordination Rate and
24 Finance: MBA, CPA, or Actuarial degree required;
25 experience in managed care rate setting,
26 including, but not limited to, baseline costs and

1 growth trends; knowledge and experience with
2 Medical Loss Ratio standards and measurements.
3 Director of Encounter Data Program: Bachelor's
4 degree required, advanced degree preferred,
5 preferably in health care, business, or
6 information systems; at least 2 years healthcare
7 or other similar data reporting experience,
8 including, but not limited to, data definitions,
9 submission, and editing; background in HIPAA
10 transactions relevant to encounter data
11 submission; experience with large provider, health
12 insurer, government agency, or research
13 institution or other knowledge of healthcare
14 claims systems.
15 Manager of Medical Finance, Division of
16 Finance: Requires relevant advanced degree or
17 certification in relevant field, such as Certified
18 Public Accountant; coursework in business or
19 public administration, accounting, finance, data
20 analysis, or statistics preferred; experience in
21 control systems and GAAP; financial management
22 experience in a healthcare or government entity
23 utilizing Medicaid funding.
24 (C) HEALTHCARE DATA ANALYTICS.
25 Data Quality Assurance Manager: Bachelor's
26 degree required, advanced degree preferred,

1 preferably in business, information systems, or
2 epidemiology; at least 3 years of extensive
3 healthcare data reporting experience with a large
4 provider, health insurer, government agency, or
5 research institution; previous data quality
6 assurance role or formal data quality assurance
7 training.
8 Data Analytics Unit Manager: Bachelor's degree
9 required, advanced degree preferred, in
10 information systems, applied mathematics, or
11 another field with a strong analytics component;
12 extensive healthcare data reporting experience
13 with a large provider, health insurer, government
14 agency, or research institution; experience as a
15 business analyst interfacing between business and
16 information technology departments; in-depth
17 knowledge of health insurance coding and evolving
18 healthcare quality metrics; working knowledge of
19 SQL and/or SAS.
20 Data Analytics Platform Manager: Bachelor's
21 degree required, advanced degree preferred,
22 preferably in business or information systems;
23 extensive healthcare data reporting experience
24 with a large provider, health insurer, government
25 agency, or research institution; previous
26 experience working on a health insurance data

1 analytics platform; experience managing contracts
2 and vendors preferred.
3 (D) HEALTHCARE INFORMATION TECHNOLOGY.
4 Manager of MMIS Claims Unit: Bachelor's degree
5 required, with preferred coursework in business,
6 public administration, information systems;
7 experience equivalent to 4 years of administration
8 in a public or business organization; working
9 knowledge with design and implementation of
10 technical solutions to medical claims payment
11 systems; extensive technical writing experience,
12 including, but not limited to, the development of
13 RFPs, APDs, feasibility studies, and related
14 documents; thorough knowledge of IT system design,
15 commercial off the shelf software packages and
16 hardware components.
17 Assistant Bureau Chief, Office of Information
18 Systems: Bachelor's degree required, with
19 preferred coursework in business, public
20 administration, information systems; experience
21 equivalent to 5 years of administration in a public
22 or private business organization; extensive
23 technical writing experience, including, but not
24 limited to, the development of RFPs, APDs,
25 feasibility studies and related documents;
26 extensive healthcare technology experience with a

1 large provider, health insurer, government agency,
2 or research institution; experience as a business
3 analyst interfacing between business and
4 information technology departments; thorough
5 knowledge of IT system design, commercial off the
6 shelf software packages and hardware components.
7 Technical System Architect: Bachelor's degree
8 required, with preferred coursework in computer
9 science or information technology; prior
10 experience equivalent to 5 years of computer
11 science or IT administration in a public or
12 business organization; extensive healthcare
13 technology experience with a large provider,
14 health insurer, government agency, or research
15 institution; experience as a business analyst
16 interfacing between business and information
17 technology departments.
18 The provisions of this paragraph (8), other than this
19 sentence, are inoperative after January 1, 2014.
20 (9) All positions within the Illinois School for the
21 Deaf and the Illinois School for the Visually Impaired
22 requiring licensure by the State Board of Education under
23 Article 21B of the School Code. The provisions of this
24 paragraph (9), other than this sentence, are inoperative
25 after January 1, 2017.
