| 1 | AMENDMENT TO HOUSE RESOLUTION 672
| ||||||
| 2 | AMENDMENT NO. __. Amend House Resolution 672 by replacing | ||||||
| 3 | everything after the heading with the following:
| ||||||
| 4 | "WHEREAS, President Donald Trump and Congressional
| ||||||
| 5 | Republicans are proposing radical changes to America's tax
| ||||||
| 6 | code; and
| ||||||
| 7 | WHEREAS, The changes President Trump and his Congressional
| ||||||
| 8 | allies are discussing would benefit millionaires and
| ||||||
| 9 | billionaires while hurting working families; and
| ||||||
| 10 | WHEREAS, President Trump and Congressional Republicans
| ||||||
| 11 | have discussed removing the state and local tax deduction, also
| ||||||
| 12 | known as SALT, as a way to pay for their proposed tax cuts for
| ||||||
| 13 | the wealthy; and
| ||||||
| 14 | WHEREAS, The state and local tax deduction allows families | ||||||
| |||||||
| |||||||
| 1 | that
pay local property taxes, state and local sales taxes, and | ||||||
| 2 | state income taxes to deduct those taxes from their federal | ||||||
| 3 | income tax; and
| ||||||
| 4 | WHEREAS, This deduction prevents families from being
| ||||||
| 5 | double taxed, once by the federal government and again by the
| ||||||
| 6 | state; and
| ||||||
| 7 | WHEREAS, The state and local tax deduction has broad | ||||||
| 8 | bipartisan
support and has been helping Illinoisans since 1913; | ||||||
| 9 | and
| ||||||
| 10 | WHEREAS, Illinois has the fifth highest number of taxpayers
| ||||||
| 11 | who claim the state and local tax deduction in the nation; and
| ||||||
| 12 | WHEREAS, Nearly two million Illinois taxpayers claimed
| ||||||
| 13 | more than $24 billion in SALT deductions in 2015, with each
| ||||||
| 14 | claiming an average $12,500 in deductions; and
| ||||||
| 15 | WHEREAS, Of Illinoisans who claim a SALT deduction,
| ||||||
| 16 | approximately 85% earn less than $200,000 per year; therefore,
| ||||||
| 17 | be it
| ||||||
| 18 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
| ||||||
| 19 | HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | ||||||
| 20 | strongly oppose any and all efforts
by the Trump Administration | ||||||

| |||||||
| 1 | and Congress to eliminate or gut the state
and local tax | ||||||
| 2 | deduction to help pay for tax cuts for corporations and the | ||||||
| 3 | wealthy one percent; and be it further
| ||||||
| 4 | RESOLVED, That we call upon Governor Rauner to work with | ||||||
| 5 | the Illinois Congressional Delegation to ensure that the state
| ||||||
| 6 | and local tax deduction is not eliminated or gutted; and be it | ||||||
| 7 | further
| ||||||
| 8 | RESOLVED, That suitable copies of this resolution be
| ||||||
| 9 | delivered to all members of the Illinois Congressional | ||||||
| 10 | Delegation."
