AMENDMENT TO HOUSE JOINT RESOLUTION 123
AMENDMENT NO. ___. Amend House Joint Resolution 123 by
replacing everything after the heading with the following:
"WHEREAS, Reverse auctions are done publicly online,
increasing transparency and reducing bureaucracy; and
WHEREAS, Reverse auctions may serve to increase
competition, lower price, and reduce paperwork; and
WHEREAS, Reverse auction processes have been implemented
in other states, including Florida and Texas, and should be
studied for use in Illinois; therefore, be it
RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
SENATE CONCURRING HEREIN, that the Task Force on Reverse
Auction Procurement be created to:

(1) thoroughly examine the reverse auction procurement
process to determine whether such a system should be
implemented in Illinois, including, but not limited to,
examining how other states have implemented the system and
whether it has been successful there;
(2) recommend amendments to the Procurement Code to
implement a reverse auction procurement process if the Task
Force decides that it would be beneficial in this State;
(3) produce a final report summarizing the Task Force's
findings and detailing recommended statutory changes, if
necessary; and be it further
RESOLVED, That the Task Force shall consist of the
following members:
(1) two members appointed by the Speaker of the House
of Representatives, one of which shall be a member of the
House and the other which shall not;
(2) two members appointed by the Minority Leader of the
House of Representatives, one of which shall be a member of
the House and the other which shall not;
(3) two members appointed by the President of the
Senate, one of which shall be a member of the Senate and
the other which shall not;
(4) two members appointed by the Minority Leader of the
Senate, one of which shall be a member of the Senate and
the other which shall not; and

(5) a member appointed by the Executive Ethics
Commission, whom shall serve as chairperson; and be it
further
RESOLVED, That the Task Force shall meet at the call of the
Chair; and be it further
RESOLVED, That the Executive Ethics Commission shall
provide staffing and administrative support to the task force
upon request; and be it further
RESOLVED, That Task Force members shall serve without
compensation but may be reimbursed for their expenses incurred
in performing their duties; and be it further
