1 | AMENDMENT TO HOUSE JOINT RESOLUTION 123

2 | AMENDMENT NO. ___. Amend House Joint Resolution 123 by | ||||||
3 | replacing everything after the heading with the following:
| ||||||
4 | "WHEREAS, Reverse auctions are done publicly online, | ||||||
5 | increasing transparency and reducing bureaucracy; and
| ||||||
6 | WHEREAS, Reverse auctions may serve to increase | ||||||
7 | competition, lower price, and reduce paperwork; and
| ||||||
8 | WHEREAS, Reverse auction processes have been implemented | ||||||
9 | in other states, including Florida and Texas, and should be | ||||||
10 | studied for use in Illinois; therefore, be it
| ||||||
11 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
12 | NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE | ||||||
13 | SENATE CONCURRING HEREIN, that the Task Force on Reverse | ||||||
14 | Auction Procurement be created to: |

1 | (1) thoroughly examine the reverse auction procurement | ||||||
2 | process to determine whether such a system should be | ||||||
3 | implemented in Illinois, including, but not limited to, | ||||||
4 | examining how other states have implemented the system and | ||||||
5 | whether it has been successful there; | ||||||
6 | (2) recommend amendments to the Procurement Code to | ||||||
7 | implement a reverse auction procurement process if the Task | ||||||
8 | Force decides that it would be beneficial in this State; | ||||||
9 | (3) produce a final report summarizing the Task Force's | ||||||
10 | findings and detailing recommended statutory changes, if | ||||||
11 | necessary; and be it further
| ||||||
12 | RESOLVED, That the Task Force shall consist of the | ||||||
13 | following members: | ||||||
14 | (1) two members appointed by the Speaker of the House | ||||||
15 | of Representatives, one of which shall be a member of the | ||||||
16 | House and the other which shall not; | ||||||
17 | (2) two members appointed by the Minority Leader of the | ||||||
18 | House of Representatives, one of which shall be a member of | ||||||
19 | the House and the other which shall not; | ||||||
20 | (3) two members appointed by the President of the | ||||||
21 | Senate, one of which shall be a member of the Senate and | ||||||
22 | the other which shall not; | ||||||
23 | (4) two members appointed by the Minority Leader of the | ||||||
24 | Senate, one of which shall be a member of the Senate and | ||||||
25 | the other which shall not; and |

1 | (5) a member appointed by the Executive Ethics | ||||||
2 | Commission, whom shall serve as chairperson; and be it | ||||||
3 | further

4 | RESOLVED, That the Task Force shall meet at the call of the | ||||||
5 | Chair; and be it further
| ||||||
6 | RESOLVED, That the Executive Ethics Commission shall | ||||||
7 | provide staffing and administrative support to the task force | ||||||
8 | upon request; and be it further
| ||||||
9 | RESOLVED, That Task Force members shall serve without | ||||||
10 | compensation but may be reimbursed for their expenses incurred | ||||||
11 | in performing their duties; and be it further
