AMENDMENT TO HOUSE BILL 4662
2 AMENDMENT NO. ______. Amend House Bill 4662 by replacing
3everything after the enacting clause with the following:
4 "Section 5. The Board of Higher Education Act is amended by
5adding Section 9.39 as follows:
6 (110 ILCS 205/9.39 new)
7 Sec. 9.39. College course materials access and
8affordability study.
9 (a) To examine the cost-saving methods and practices
10utilized by each public institution of higher education for
11improving students' timely access to required course materials
12and the affordability of required course materials, each public
13institution, after consultation with administrators, faculty,
14campus bookstores, and publishers, shall conduct a course
15materials access and affordability study and shall submit a
16report of the study's findings to the Board of Higher Education

1if the public institution is a university and to the Illinois
2Community College Board if the public institution is a
3community college.
4 (b) The report shall include all of the following areas:
5 (1) A list of cost-saving methods available to
6 students, including, but not limited to, inclusive access
7 programs developed by publishers, textbook subscription
8 programs, textbook rental programs, used textbooks, and
9 other institutional textbook cost-saving methods, such as
10 open educational resources.
11 (2) The total amount of cost savings achieved by the
12 public institution and the total number of students that
13 utilized each cost-saving method.
14 (3) A description of the process required to implement
15 each cost-saving method listed in paragraph (1) of this
16 subsection.
17 (4) A description of the process by which students
18 obtain required course materials.
19 (5) The identification of best practices resulting
20 from the cost-saving methods listed in paragraph (1) of
21 this subsection.
22 (6) An examination of the following areas:
23 (A) whether the methods improved access to
24 required course materials by the first day of class;
25 and
26 (B) whether the methods increased the

1 affordability of required course materials.
2 (c) Each public university shall submit its report to the
3Board of Higher Education and each public community college
4shall submit its report to the Illinois Community College Board
5no later than March 1, 2021.
6 (d) The Board of Higher Education and the Illinois
7Community College Board shall review each submitted report to
8ensure that each report addresses all of the areas listed in
9subsection (b). The Board of Higher Education and the Illinois
10Community College Board shall post the reports on their
11respective websites no later than May 1, 2021.
12 (e) No later than October 1, 2021, the Board of Higher
13Education and the Illinois Community College Board shall submit
14a joint report to the Governor and General Assembly that
15summarizes the findings from the reports submitted by public
16institutions of higher education, including the areas listed in
17subsection (b).
18 (f) No later than October 1, 2021, the Board of Higher
19Education and the Illinois Community College Board shall post
20the joint report on their respective websites.
21 Section 99. Effective date. This Act takes effect upon
22becoming law.".
