2 | AMENDMENT NO. ______. Amend House Bill 3194, on page 6, by | ||||||
3 | inserting immediately below line 15 the following:
| ||||||
4 | "Section 10. The Energy Assistance Act is amended by | ||||||
5 | changing Section 7 as follows:
| ||||||
6 | (305 ILCS 20/7) (from Ch. 111 2/3, par. 1407)
| ||||||
7 | Sec. 7. State Weatherization Plan and Program.
| ||||||
8 | (a) The Department shall, after consultation with the | ||||||
9 | Policy Advisory
Council, prepare and promulgate an annual State | ||||||
10 | Weatherization Plan
beginning in the year this Act becomes | ||||||
11 | effective. To the extent
practicable, such Plan shall provide | ||||||
12 | for targeting use of both State and
federal weatherization | ||||||
13 | funds to the households of eligible applicants
pursuant to this | ||||||
14 | Act whose ratios of energy costs to income are the
highest. The | ||||||
15 | State Weatherization Plan shall include but need not be
limited | ||||||
16 | to the following:

1 | (1) a description of the demographic characteristics | ||||||
2 | and energy use
patterns of people eligible for assistance | ||||||
3 | pursuant to this Act;
| ||||||
4 | (2) the methodology used by the Department in targeting | ||||||
5 | weatherization
funds;
| ||||||
6 | (3) a description of anticipated activity and results | ||||||
7 | for the year
covered by the Plan, including an estimate of | ||||||
8 | energy cost savings expected
to be realized by the | ||||||
9 | weatherization program; and
| ||||||
10 | (4) every third year, beginning in 2002, an evaluation | ||||||
11 | of
results from the weatherization program in the
year | ||||||
12 | preceding the plan year, including the effect of State | ||||||
13 | Weatherization
Program investments on energy consumption | ||||||
14 | and cost in the population
eligible for assistance pursuant | ||||||
15 | to this Act, and the effect of targeted
weatherization | ||||||
16 | investments on the costs of the energy assistance program
| ||||||
17 | authorized by this Act.
| ||||||
18 | (b) The Department shall implement the State | ||||||
19 | Weatherization Plan
by rule through a program which provides | ||||||
20 | targeted weatherization assistance to
eligible applicants for | ||||||
21 | energy assistance pursuant to this Act.
The Department may | ||||||
22 | enter into such contracts and other arrangements with
local | ||||||
23 | agencies as may be necessary for the purpose of administering | ||||||
24 | the
weatherization program. Individuals performing | ||||||
25 | weatherization work under the weatherization program shall be | ||||||
26 | paid in accordance with the hourly wages associated with the |

1 | federal prevailing wage rates for such weatherization | ||||||
2 | classifications as determined by the United States Department | ||||||
3 | of Labor, until specifically superseded by additional | ||||||
4 | standards and regulations.
