| 1 | AMENDMENT TO HOUSE BILL 1490
| ||||||
| 2 | AMENDMENT NO. ______. Amend House Bill 1490 by replacing | ||||||
| 3 | everything after the enacting clause with the following:
| ||||||
| 4 | "Section 1. Short title. This Act may be cited as the | ||||||
| 5 | Commission on Young Adult Employment Act.
| ||||||
| 6 | Section 5. Commission on Young Adult Employment. The | ||||||
| 7 | Commission on Young Adult Employment is created as a 17-member | ||||||
| 8 | Commission. Four members of the Commission shall be appointed | ||||||
| 9 | by each legislative leader. Members of the Commission shall | ||||||
| 10 | receive no compensation, but may be reimbursed for their | ||||||
| 11 | expenses from appropriations available for that purpose. The | ||||||
| 12 | Chairperson of the Chicago State University Board of Trustees | ||||||
| 13 | or his or her designee shall be the chairperson of the | ||||||
| 14 | Commission. The Commission shall meet at the call of the Chair. | ||||||
| 15 | Each Commission member shall have a 2-year term. A legislative | ||||||
| 16 | leader may appoint a replacement member upon the death, | ||||||

| |||||||
| 1 | disability, or resignation of any member appointed by that | ||||||
| 2 | leader.
| ||||||
| 3 | Section 10. Administrative support. Chicago State | ||||||
| 4 | University shall provide administrative support to the | ||||||
| 5 | Commission.
| ||||||
| 6 | Section 15. Commission duties. | ||||||
| 7 | (a) The Commission shall identify issues concerning the | ||||||
| 8 | readiness and ability of young adults to find employment after | ||||||
| 9 | graduating from college or otherwise completing their | ||||||
| 10 | education that may be addressed by the 99th General Assembly | ||||||
| 11 | and future General Assemblies. The Commission shall make | ||||||
| 12 | recommendations regarding the issues identified. The issues | ||||||
| 13 | and recommendations shall address the barriers faced by young | ||||||
| 14 | adults who seek employment or promotional
opportunities in | ||||||
| 15 | State government and possible incentives
that could be offered | ||||||
| 16 | to foster the employment of and the
promotion of young adults | ||||||
| 17 | in State government. | ||||||
| 18 | (b) The Commission shall consult with State agencies, | ||||||
| 19 | community stakeholders, other universities and institutions of | ||||||
| 20 | higher education, and local school boards.
| ||||||
| 21 | Section 20. Findings and recommendations. The Commission | ||||||
| 22 | shall meet and begin its work no later than 60 days after the | ||||||
| 23 | appointment of all Commission members. By November 30, 2015, | ||||||

| |||||||
| 1 | and by November 30 of every year thereafter, the Commission | ||||||
| 2 | shall submit a report to the General Assembly setting forth its | ||||||
| 3 | findings and recommendations. The requirement for reporting to | ||||||
| 4 | the General Assembly shall be satisfied by filing copies of the | ||||||
| 5 | report with the Speaker, Minority Leader, and Clerk of the | ||||||
| 6 | House of Representatives, the President, Minority Leader, and | ||||||
| 7 | Secretary of the Senate, and the Legislative Research Unit as | ||||||
| 8 | required under Section 3.1 of the General Assembly Organization | ||||||
| 9 | Act.
| ||||||
| 10 | Section 97. Repeal. This Act is repealed January 1, 2019.
| ||||||
| 11 | Section 99. Effective date. This Act takes effect upon | ||||||
| 12 | becoming law.".
