Bill Title: Appropriates and transfers $10,000,000 from the General Fund to the Permanent Building Fund for fiscal year 2014; appropriates $10,00,000 from the Permanent Building Fund for fiscal year 2015; transfers $24,000,000 from the General Fund to the Budget Stabilization Fund for fiscal year 2014; transfers $10,000,000 from the General Fund to the Public Education Stabilization Fund for fiscal year 2014; appropriates a total of $2,000,000 to the Higher Education Surplus Stabilization Account for fiscal year 2014; and provides guidance to the State Controller on the transfer of funds upon the financial close of fiscal year 2014.
