It is the intent of the general assembly that the 30 department and division continuously solicit input from 31 facilities regulated by the division to assess and improve 32 the division’s level of collaboration and to identify new 33 opportunities for cooperation. 34 5. For the budget process applicable to the fiscal year 30 beginning July 1, 2015, on or before October 1, 2014, in lieu 31 of the information specified in section 8.23, subsection 1, 32 unnumbered paragraph 1, and paragraph “a”, all departments and 33 establishments of the government shall transmit to the director 34 of the department of management, on blanks to be furnished by 35 -17- LSB 5011XG (7) 85 ec/tm 17/ 19

The estimates of expenditure requirements shall be 6 in a form specified by the director of the department of 7 management, and the expenditure requirements shall include all 8 proposed expenditures and shall be prioritized by program or 9 the results to be achieved. The estimates shall be accompanied 10 by performance measures for evaluating the effectiveness of the 11 programs or results. 12 Sec. 24. REPEAL. 2013 Iowa Acts, chapter 135, sections 38, 13 56, and 57, are repealed. 14 EXPLANATION 15 The inclusion of this explanation does not constitute agreement with 16 the explanation’s substance by the members of the general assembly. 17 This bill relates to moneys appropriated to various state 18 departments, agencies, and funds for the fiscal year beginning 19 July 1, 2014, and ending June 30, 2015. The bill relates to 20 and makes appropriations to state departments and agencies 21 including the department of administrative services, Iowa 22 telecommunications and technology commission, auditor of state, 23 Iowa ethics and campaign disclosure board, department of 24 commerce, offices of governor and lieutenant governor, office 25 of the chief information officer, the governor’s office of 26 drug control policy, department of human rights, department of 27 inspections and appeals, department of management, Iowa public 28 information board, department of revenue, secretary of state, 29 treasurer of state, and Iowa public employees’ retirement 30 system. 31 The bill also establishes the budget process applicable for 32 the fiscal year beginning July 1, 2015, by providing that all 33 departments submit their estimates of expenditure requirements 34 to the department of management by October 1, 2014. 35 -18- LSB 5011XG (7) 85 ec/tm 18/ 19
