Section
1.
The
following
amendment
to
the
Constitution
of
1
the
State
of
Iowa
is
proposed:

Section
17
of
Article
IV
of
the
Constitution
of
the
State
of
3
Iowa
is
repealed
and
the
following
adopted
in
lieu
thereof:
4
Lieutenant
governor
to
act
as
governor
or
assume
the
office
of
5
the
governor.
SEC.
17.
In
the
case
of
the
temporary
disability
6
or
impeachment
with
possibility
of
acquittal
of
the
governor,
7
the
powers
and
duties
of
the
office
shall
devolve
upon
the
8
lieutenant
governor
until
the
governor
resumes
office
or
for
9
the
residue
of
the
term.
In
the
case
of
the
death,
permanent
10
disability,
resignation,
removal
from
office,
or
impeachment
11
with
no
further
possibility
of
acquittal
of
the
governor,
the
12
lieutenant
governor
shall
assume
the
office
of
the
governor
13
for
the
residue
of
the
term.
A
governor
who
so
assumes
office
14
shall
appoint
a
lieutenant
governor
who
shall
have
the
duties
15
provided
in
section
18
of
this
article
and
who
shall
in
turn
16
be
eligible
to
act
as
governor
or
to
assume
the
office
of
the
17
governor
as
provided
in
this
section.

Sec.
2.
REFERRAL
AND
PUBLICATION.
The
foregoing
proposed
19
amendment
to
the
Constitution
of
the
State
of
Iowa
is
referred
20
to
the
general
assembly
to
be
chosen
at
the
next
general
21
election
for
members
of
the
general
assembly,
and
the
secretary
22
of
state
is
directed
to
cause
the
proposed
amendment
to
be
23
published
for
three
consecutive
months
previous
to
the
date
of
24
that
election
as
provided
by
law.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
27
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
joint
resolution
proposes
an
amendment
to
the
29
Constitution
of
the
State
of
Iowa
relating
to
the
consequences
30
of
a
governor
becoming
temporarily
or
permanently
unable
to
31
perform
the
duties
of
the
governor.
In
the
case
of
a
temporary
32
disability
or
an
impeachment
with
the
possibility
of
acquittal,
33
the
lieutenant
governor
shall
have
the
powers
of
the
governor
34
until
the
governor
is
able
to
resume
the
office.
In
the
case

including
by

the

lieutenant
governor
shall
assume

office
of

case,
the
former
lieutenant
governor
shall
appoint
a

new
lieutenant
governor,
who
will
have
the
same
powers
and

duties
as
one
who
was
elected,
including
the
duty
to
act
as

governor,
or
to
assume
the
office
of
the
governor
and
appoint
a
7
new
lieutenant
governor.

The
resolution,
if
adopted,
would
be
published
and
then
9
referred
to
the
next
general
assembly
(88th)
for
adoption,
10
before
being
submitted
to
the
electorate
for
ratification.
