Section
1.
Section
68A.402,
Code
2014,
is
amended
by
adding
1
the
following
new
subsection:

NEW
SUBSECTION
.
9A.
Building
funds.
A
state
statutory
3
political
committee
or
a
county
statutory
political
committee
4
that
has
established
a
building
fund
as
provided
in
section
5
68A.407
shall
file
a
building
fund
disclosure
report
by
January
6
31
each
year
for
the
period
covering
January
1
through
December
7
31
of
the
previous
year.

SECTION
.
68A.407
Building
fund.

1.
A
state
statutory
political
committee
or
a
county
10
statutory
political
committee
may
establish
a
building
fund
11
for
the
purpose
of
collecting
monetary
contributions
for
the
12
costs
associated
with
the
construction,
purchase,
lease,
13
or
maintenance
of
an
office
building
or
office
space
to
be
14
used
for
the
committee’s
headquarters.
A
committee
may
also
15
accept
in-kind
contributions
to
be
used
for
the
committee’s
16
headquarters.
Money
from
a
building
fund
or
any
other
thing
of
17
value
contributed
under
this
section
shall
not
be
contributed
18
directly
or
indirectly
to
a
candidate
or
candidate’s
committee
19
or
to
a
political
committee.
Money
from
a
building
fund
or
20
any
other
thing
of
value
contributed
under
this
section
shall
21
not
be
used
to
expressly
advocate
for
or
against
any
clearly
22
identified
candidate
or
ballot
issue.

2.
A
state
statutory
political
committee
or
county
24
statutory
political
committee
shall
file
a
building
fund
25
establishment
statement
with
the
board
within
ten
days
26
following
the
establishment
of
such
a
fund.

3.
A
state
statutory
political
committee
or
county
28
statutory
political
committee
that
has
established
a
building
29
fund
pursuant
to
this
section
shall
report
contributions
to
30
and
expenditures
from
the
fund,
and
the
fair
market
value
of
31
any
in-kind
contributions,
to
the
board
pursuant
to
section
32
68A.402,
subsection
9A.
A
committee
shall
file
annual
building
33
fund
reports
with
the
board
until
all
moneys
in
the
fund
34
have
been
expended
and
the
committee
has
filed
a
notice
of

dissolution
of
the
building
fund
with
the
board.

The
board
shall
adopt
rules
pursuant
to
chapter
17A
to
2
administer
this
section.

Sec.
3.
Section
68A.503,
subsection
4,
Code
2014,
is
amended
4
by
adding
the
following
new
paragraph:

Using
its
funds
to
make
a
monetary
or

in-kind
contribution
to
a
building
fund,
as
provided
in
section
7
68A.407.

EXPLANATION
9
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
10
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
allows
a
state
statutory
political
committee
12
or
a
county
statutory
political
committee
to
establish
a
13
building
fund
to
be
used
for
the
purposes
of
establishing
and
14
maintaining
a
committee
headquarters.

The
bill
allows
state
statutory
political
committees
and
16
county
statutory
political
committees
to
collect
monetary
17
and
in-kind
contributions
for
costs
associated
with
the
18
construction,
purchase,
lease,
or
maintenance
of
an
office
19
building
or
office
space
to
be
used
for
the
committee’s
20
headquarters.
The
bill
specifies
that
no
money
from
a
building
21
fund
or
any
other
thing
of
value
contributed
for
purposes
of
22
a
committee’s
headquarters
may
be
contributed
directly
or
23
indirectly
to
a
candidate
or
candidate’s
committee
or
to
a
24
political
committee
or
be
used
to
expressly
advocate
for
or
25
against
any
clearly
identified
candidate
or
ballot
issue.
The
26
bill
further
requires
that
a
committee
establishing
a
building
27
fund
file
an
establishment
statement
with
the
Iowa
ethics
and
28
campaign
disclosure
board
and
report
annually
to
the
board
29
on
contributions
to
and
expenditures
from
the
building
fund
30
and
on
the
fair
market
value
of
any
in-kind
contributions.
31
A
committee
shall
continue
to
file
annual
reports
with
the
32
board
until
all
moneys
in
the
fund
have
been
expended
and
33
the
committee
notifies
the
board
of
the
dissolution
of
the
34
fund.
The
bill
requires
that
the
board
adopt
rules
for
the
35
