S.F. _____ Section 1. NEW SECTION . 34A.5A Public safety answering 1 points —— location —— local service. 2 1. a. Each public safety answering point shall be located 3 within an enhanced 911 service area in this state and operated 4 or maintained by dispatch personnel who are physically present 5 at the public safety answering point. 6 b. A public safety answering point shall provide enhanced 7 911 service within the enhanced 911 service area within which 8 it is located, and may provide enhanced 911 service to one or 9 more other enhanced 911 service areas either temporarily under 10 emergency conditions, or permanently pursuant to agreement 11 between one or more joint E911 service boards. 12 2. A joint E911 service board maintaining a public safety 13 answering point located outside of any enhanced 911 service 14 area in this state or operated or maintained by dispatch 15 personnel who are not physically present at the public safety 16 answering point shall be subject to a reduced allocation of 17 emergency communications service surcharge revenue in an amount 18 and for a duration as determined by the director by rule. 19 EXPLANATION 20 The inclusion of this explanation does not constitute agreement with 21 the explanation’s substance by the members of the general assembly. 22 This bill relates to the location and manner in which 23 enhanced 911 services are provided by public safety answering 24 points. 25 The bill requires each public safety answering point to be 26 located within an enhanced 911 service area in this state and 27 operated or maintained by dispatch personnel who are physically 28 present at the public safety answering point. The bill further 29 requires that public safety answering points shall provide 30 enhanced 911 service with the enhanced 911 service areas 31 within which they are located, and may provide enhanced 911 32 service to one or more other enhanced 911 service areas either 33 temporarily under emergency conditions, or permanently pursuant 34 to agreement between one or more joint E911 service boards. 35 -1- LSB 5134XC (4) 85 rn/nh 1/ 2
