Code
2016,
is

to
read
as
follows:

the
executive
council’s

authorization
under
this
section

the
executive
council
shall
notify
the

legislative
services
agency
that
the
authorization
request

will
be
considered
by
the
executive
council
and
shall
provide

background
information
justifying
the
request.

applicable
to
a
request
for
the
expenditure
of

assistance

the
provisions

assistance
under
the

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
relates
to
requirements
applicable
to
authorizing

the
payment
of
specified
forms
of
disaster
aid.

Code
section
7D.29
requires
the
secretary
of
the
executive
26
council
to
notify
the
legislative
services
agency
of
a
payment
27
authorization
request
at
least
two
weeks
prior
to
the
executive
28
council’s
approval
of
the
request.
The
bill
creates
an
29
exception
to
this
notification
requirement
for
requests
for
the
30
expenditure
of
disaster
aid
individual
assistance
grant
funds
31
pursuant
to
Code
section
29C.20A.

The
bill
also
provides
that
disaster
aid
moneys
contained
33
in
the
contingent
fund
established
in
Code
section
29C.20
may
34
be
expended
for
an
additional
purpose
of
reimbursing
a
party
