Section
153.33,
Code
2014,
is
amended
by
adding
1
the
following
new
subsection:

NEW
SUBSECTION

1A.
To
appoint
an
executive
director

who
shall
serve
at
the
pleasure
of
the
board.
The
executive

director
shall
be
exempt
from
the
merit
system
provisions
of
5
chapter
8A,
subchapter
IV.

Sec.
2.
Section
153.33,
subsection
3,
Code
2014,
is
amended

to
read
as
follows:

3.
All
Except
for
the
executive
director,
all
employees
9
needed
to
administer
this
chapter
shall
be
appointed
pursuant

to
the
merit
system.

Executive
director
——
duties.

1.
The
board
shall
appoint
a
full-time
executive
director.

The
executive
director
shall
not
be
a
member
of
the
board.

2.
The
duties
of
the
executive
director
shall
be
as
follows:

a.
To
receive
all
applications
authorized
by
the
board,
and
16
applications
to
be
licensed
for
the
practice
of
dentistry
and
17
dental
hygiene,
to
be
registered
for
the
practice
of
dental
18
assisting,
and
to
be
permitted
to
administer
sedation
and
19
anesthesia.

b.
To
collect
and
receive
all
fees.
21
c.
To
keep
a
record
of
all
board
proceedings
and
all
records
22
pertaining
to
licensure,
registration,
enforcement,
and
other
23
board
actions.
24
d.
To
appoint
assistants
to
the
director
and
other
persons
25
necessary
to
administer
this
chapter.
Any
appointments
shall
26
be
merit
appointments
made
pursuant
to
chapter
8A,
subchapter
27
IV.

e.
To
perform
such
other
duties
as
may
be
prescribed
by
the

board.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

bill
requires
the
dental
board
to
appoint
a
full-time

The
bill
provides
that
