REPORT.

1.
The
department
of
administrative
services,
in
2
coordination
with
the
department
of
management,
shall
conduct
3
a
study
relative
to
the
categorization
and
reporting
of
4
executive
branch
employee
compensation
and
shall
develop
an
5
implementation
plan
based
on
its
findings
and
recommendations.

The
study
shall
consider
for
implementation
a
consistent
method
7
for
classifying
and
reporting
additional
remuneration
or
pay
8
provided
an
employee
in
the
executive
branch
that
is
beyond
the
9
employee’s
base
salary
and
is
in
the
form
of
a
bonus,
including
10
but
not
limited
to
a
retention
bonus,
recruitment
bonus,
11
exceptional
job
performance
pay,
extraordinary
job
performance
12
pay,
exceptional
performance
pay,
extraordinary
duty
pay,
or
13
extraordinary
or
special
duty
pay,
and
any
extra
benefit
not
14
otherwise
provided
to
other
similarly
situated
employees.

The
department
of
administrative
services
shall,
by
16
January
1,
2014,
implement
the
study
plan
and
shall
include
the
17
enhanced
compensation
reporting
in
the
annual
salary
report
18
required
under
section
8A.341,
subsection
2,
and
provided
by
19
the
department
pursuant
to
section
8A.111.
The
department
20
shall
submit
a
report
of
the
study,
including
its
findings
21
and
recommendations
and
implementation
plan,
to
the
general
22
assembly
by
November
1,
2014.

EXPLANATION
24
This
bill
requires
the
department
of
administrative
25
services,
in
coordination
with
the
department
of
management,
to
26
conduct
a
study
relative
to
the
categorization
and
reporting
27
of
executive
branch
employee
compensation
and
to
implement
28
its
findings
and
recommendations
by
January
1,
2014.
The
29
bill
requires
the
department
to
study
for
implementation
a
30
consistent
method
for
reporting
bonus
pay
received
by
executive
31
branch
employees.
The
department
shall
submit
a
report
to
32
the
general
assembly
concerning
the
results
of
this
study
by
33
November
1,
2014.
